When I was in preschool, we had molded plastic wigs for playtime that looked like that. (Not totally unlike Devo wigs, only women's hairstyles.)

It looks like the hair has been superimposed onto the photo.

good wigs can be expensive as hell. it depends on if it's made out of synthetic or human hair, though. synthetic hair wigs are way cheaper, i'd estimate around $250 on average for one of high quality. human hair can run you thousands. i worked as wig stylist on a show the summer before last and the wig was made by paul huntley (basically THE wig designer). i was so fucking nervous, because that wig cost more than i made all summer (true story), but i didn't fuck it up, yay!
